Arizona Power Authority
The Arizona Power Authority (Authority) was formed
as a result of federal legislation that allocated a
portion of power produced from the Boulder Canyon
Project (Hoover Dam) to Arizona. The Authority is
charged with the responsibility of acquiring and
marketing Arizona’s 17.5 percent share of Hoover
power. The Authority has worked effectively with
both publicly–owned and privately–owned utilities in
making available hydropower from the Hoover Power
plant to all major load centers throughout Arizona
at a minimal cost.
Western Area Power Administration
Western Area Power Administration markets and
transmits reliable, cost-based hydroelectric power,
and related services. Western sells power from 56
power plants operated by the Bureau of Reclamation,
the U.S. Army Corps of Engineers and the
International Boundary and Water Commission.
Additionally, Western markets the United States’
24.3 percent entitlement (547 megawatts) from the
coal-fired Navajo Generating Station near Page,
Arizona. Current maximum installed capability is
10,394 megawatts.
Western Area Power Administration – Desert
Southwest Region
The Desert Southwest Region is one of four regions
within Western Area Power Administration, a Federal
power marketing administration. Western sells
wholesale power and delivers bulk wholesale
transmission local utilities.

American Public Power Association (APPA)
The American Public Power Association (APPA) is the
service organization for the nation's more than
2,000 community-owned electric utilities that serve
more than 40 million Americans. It was created in
1940 as a non-profit, non-partisan organization. Its
purpose is to advance the public policy interests of
its members and their consumers, and provide member
services to ensure adequate, reliable electricity at
a reasonable price with the proper protection of the
environment.
Colorado River Energy Distribution Association
CREDA (Colorado River Energy Distributors
Association) is a non-profit organization
representing consumer-owned electric systems that
purchase federal hydropower and resources of the
Colorado River Storage Project (CRSP). CREDA was
established in 1978, and serves as the “voice” for
its members in dealing with the Bureau of
Reclamation (as the generating agency of the CRSP)
and Western Area Power Administration (WAPA) (as the
marketing agency of the CRSP).
Grand Canyon State Electric Cooperative
Association

The IEEE (Eye-triple-E) is a non-profit, technical
professional association of more than 380,000

the Salt River Valley Water Users' Association, a
private corporation. The District provides
electricity to retail customers in the Phoenix area.
It operates or participates in seven major power
plants and numerous other generating stations,
including thermal, nuclear and hydroelectric
sources. The Association delivers nearly 1 million
