Building Safety staff works closely with
Planning in the beginning stages of a
project’s development. This interaction
provides for a flow of information to the
applicant regarding Utilities, Streets and site
design. Below is valuable
information that will assist in the successful
design/construction of a project.

City of Mesa Subdivision Regulations Title 9, Chapter 6 of the Mesa City Code
regulates minor (i.e., Land Splits) and major
subdivisions of land within the City of Mesa.
Note: Chapter 6 begins on Page 8 of Title 9.

Off-Site
Improvement Regulations, Title 9,
Chapter 8 of the Mesa City Code regulates the
development of land that is not subject to the
Subdivision Regulations or is not a Single
Family Residence. Note: Chapter 8 begins on

to meet the regional needs of the City of Mesa.

Utility Buy-In

those qualified developments a mechanism to
recoup some of their costs of extending public
water and sewer mains to their properties by
requiring a reimbursement be paid by other
properties upon connection in compliance with an
executed Private Line Agreement
