CDBG Policy Guidelines
The
City of Mesa has participated in the Community
Development Block Grant (CDBG) Program since 1975.
During that period of time, over $75 million has
been allocated to Mesa for various projects
including housing rehabilitation, neighborhood
improvements, park projects, Town Center
redevelopment, and public services.
Nonprofit Participation
Within the past ten years, the City has formed
partnerships with local nonprofit organizations to
manage project activities previously done by the
City itself. There has been a significant increase
in the number of nonprofits that have acted as CDBG
subrecipients. In 1991 three agencies contracted
with the City for projects; there were eight
agencies in 2004. Some of these organizations have
multiple contracts and are recipients of HOME
funding as well. Housing: Housing activities have
included rehabilitation of owner occupied single
family homes; new construction for first-time
homebuyers; emergency/minor home repairs; and
acquisition/rehab of emergency, transitional, and
permanent housing. Historically the City has
expended 45-50% of its annual allocations for
housing activities.
Neighborhood Improvements
The City has focused on doing neighborhood
improvements in the CDBG Target Area, which is
generally located between Gilbert and Western City
Limit, Southern to Eighth Street. Activities have
included streets and sidewalk improvements,
streetlighting, and building public facilities such
as youth and neighborhood centers.
Park Projects
Park projects include renovations to existing parks
to increase lighting, improvement to parking lots,
pathways, playground equipment, and upgrading to
meet ADA standards. Parks and recreation facilities
serving residents of the CDBG Target Area or other
areas primarily occupied by low and moderate income
people are addressed.
Town Center
Town Center is the original square mile of downtown
Mesa. Redevelopment of the Town Center includes
business development, landscape improvements,
street lighting, sidewalks, demolition of blighted
properties, and accessibility improvements for
handicapped persons.
Public Services
A maximum of 15% of the total annual allocation
received may be used for public services. Generally
public service activities funded have been limited.
Mesa does provide support for such activities
through its Human Services Program that is funded by
City general funds.
