HOME Investment Partnerships Program
(HOME)
The primary purpose of the HOME Program is to help communities expand the supply
of decent, safe, sanitary and affordable housing, with primary attention to
housing for low income families.
Maricopa County and the Cities of Chandler, Glendale, Mesa, Scottsdale,
Avondale, Surprise and
Tempe entered into a Consortium in 1991 for the purposes of receiving and
administering federal HOME Program funds. (The City of Peoria joined the
Consortium in 1993 and the Town of Gilbert joined in 1998.) The Consortium
agreed to cooperate to undertake housing assistance activities as allowed under
HUD HOME Program regulations.
Out of their total allocation of HOME funds, participants in the Consortium
pool a 15% set aside as required for specific types of nonprofit organizations
known as Community Housing Development Organizations (CHDO's). CHDO's apply
directly to the Consortium for funding. The local governments each receive their
own pro rata share of the balance of funds available for locally designated
projects.
As a participant in the Maricopa HOME Consortium, the City of Mesa receives a
prorata share of the Consortium entitlement. The amount available to the City
under the HOME program for FY2005/2006 is $1,166,266 and for FY2006/2007 the
amount is $1,066,848. Funds are to be used
for acquisition of units for permanent rental housing, single family
reconstruction/substantial rehabilitation, new construction of multifamily
rental units, eligible CHDO operations, and administrative costs.
