General Information for Bidders

Getting Started

Public notices are placed in the Mesa Tribune on Saturdays.  Normal categories for bidding include, but are not limited to:

  • Water Lines
  • Storm Sewers
  • Street Lighting
  • Sewer Lines
  • Gas Lines
  • Street Improvements
  • Public Buildings
  • Parks / Landscaping
Direct mailing of the bid advertisements are sent to contractors on our Contractors Bidder mailing list.  Click here to access the Bidders Form (.pdf 1 page).  Generally, projects are administered using Maricopa Association of Governments Uniform Standard (MAG) Specifications and Details, as revised by the City of Mesa.  Copies of the MAG Specifications and Details are available at the Maricopa Association of Governments Office, 302 North 1st Avenue, Suite 300, Phoenix, Arizona.  The Mesa Standard Details and Specifications are available at the Building Safety Permits Counter, 55 N. Center in Mesa.

Submitting Bids

  • Date, time and place for the bid opening is specified in the bid advertisement.

  • A Bid Bond in the amount of 10% of the total bid plus additional information within the specification packet must be submitted with the bid.

  • If awarded, contracts are submitted to the Council for award. (The City reserves the right to reject any or all bids).

  • A Pre-bid conference is held on some projects and will be listed in the bid advertisement.

  • A Pre-Construction meeting will be scheduled with the contractors following award of the contract. Major subcontractors should also attend.

  • Prior to the issuance of the Notice to Proceed, the contractor must provide:

- 100% Performance Bond
- 100% Payment Bond
- Certificate of Insurance
- Signed contract

Requests for Proposals (RFP’s) on materials, supplies or services are normally sent out from Purchasing from their own list of vendors and suppliers.
