A Housing Master Plan can serve a vital role in the
development of an adequate and healthy housing stock
for a community. Most commonly, these plans serve as
the housing-related policy guide for their
respective cities. In essence, they provide the
blueprint for the future residential policies.
Additionally, most plans present a history of
housing processes and organizations, and frequently
supply valuable demographic and housing stock data
which supports the goals and objectives found within
the plan.
It is vitally important that the plan provide the
framework for decision-making by all those involved
in providing and managing housing in the city. It is
also essential to address the issues likely to arise
in the management and coordination of an ever more
diverse housing climate, as well as to work with
private housing providers.
Specific policies that are supported by the plan
will be approved by the city on their own, and will
not be adopted through the housing master plan. For
example, the plan may advocate the creation of a
revised rehabilitation code or a density bonus
program for affordable housing. While these items
may exist within the goals and objectives section of
the plan they are not effective policies until
approved as separate items by the city council.
